The government of Maharashtra announced in its biotech policy
2001 that it will set up a special Biotechnology Development Fund with an
initial corpus of Rs 50 crore with a public-private partnership. And this fund
will receive annually a specially earmarked contribution of one percent from the
annual plan funds from different departments of the state government, who are
likely to be the beneficiaries of the biotechnology revolution. Grants and
donations from overseas for financing different ventures can further augment the
fund. The government has already allotted Rs 10 crore for the development of
biotechnology in the state.

Gujarat
The government has already announced the setting up of the
Biotech Venture Capital fund with a corpus of Rs five crore. Besides state
government’s contribution, the Gujarat Venture Finance Ltd (GVFL) will pool in
the same amount. With equal contribution from GVFL it will become a total of Rs
10 crore. If it is a successful in the first year, the government may release
more funds in the next year.
The government has also allocated one crore rupees fund for
this fiscal to promote a large network of labs and related infrastructure to
boost the biotechnology in the state. The fund will be used to prepare
feasibility studies and project reports for setting up appropriate institutions
in the area of biotechnology in Gujarat.

Karnataka
Government of Karnataka has already announced the creation of
biotech fund of Rs 50 crore in its Millennium Biotech Policy 2001 with suitable
contribution from the biotech industry. But the government is still holding back
the creation of the corpus fund. This fund shall certainly be very useful for
small and medium scale biotech startups.

Andhra Pradesh
The government of Andhra Pradesh has set up a Biotech Fund of
Rs 10 crore for the development of the industry in addition to providing
financial incentive package. Andhra Pradesh Industrial Development Corporation (APIDC)
Venture Capital Ltd, a joint venture between the APIDC and Dynam Venture East of
USA, will provide venture capital to biotech start ups and will allocate a major
part to the biotech sector including bioinformatics, with preference to biotech
park users.
